The Committee on Climate Change (CCC) chairman Lord Adair Turner has urged for the government to bring in one of its energy efficiency laws from 2013
The government is planning to force property owners to change their boiler to a more energy-efficient model when completing other renovations, but Lord Turner has written to Lib Dem communities minister Andrew Stunell in an effort to bring in the changes in 2013.
"Linking implementation of measures to boiler replacement could best address the potential for loft and cavity wall insulation, particularly if this were to take effect from 2013," Lord Turner wrote.
He also noted that inserting a requirement of loft and cavity wall insulation as part of building regulations would help the Green Deal by creating more demand.
Recent research by Knauf Insulation found that only 45 per cent of British residents have considered the option of topping up their loft insulation.
